The present disclosure relates to an image processing device and method capable of suppressing an increase in the amount of coding/decoding processing. A value according to a bit depth of an image is set as the maximum number of context-coded bins obtained by performing variable-length coding on the image. The maximum number of context-coded bins obtained by performing variable-length coding on the image is set according to a control flag indicating a processing speed mode.
