A method and an apparatus are provided. In the method, a second communication apparatus sends, to a first communication apparatus, indication information used to determine one cell of a plurality of cells as a PCell or a scheduling cell; and sends DCI in one cell of the plurality of cells based on a 1parameter set, and the first communication apparatus monitors the PDCCH in one cell of the plurality of cells based on the 1parameter set, where the 1parameter set is a parameter set that is in a plurality of parameter sets of a scheduled cell and that has an association relationship with one cell of the plurality of cells, parameters in the plurality of parameter sets of the scheduled cell are parameters in a search space set, and the plurality of parameter sets of the scheduled cell have an association relationship with the plurality of cells.
