The invention discloses a phase shifter, an antenna device and a display device. The phase shifter comprises a film bridge; the conductive structure layer is arranged between the signal line and the film bridge, and a space is formed between the conductive structure layer and the film bridge; at least part of the conductive structure layer is not overlapped with the orthographic projection of the film bridge on the substrate, and is overlapped with the orthographic projection of the signal line on the substrate; and the insulating medium layer is arranged between the signal line and the conductive structure layer.
