The film coating device comprises a fluidization pool (10) filled with plastic dipping powder; the clamp (20) is used for clamping the battery shell (1A) and immersing the battery shell (1A) into the plastic dipping powder in the fluidization pool (10); and a first heating mechanism (30) for heating the battery case (1A) so as to melt the plastic dipping powder around the battery case (1A) and attach the plastic dipping powder to the surface of the battery case (1A) to form an insulating film. According to the film covering device and the film covering method, the production efficiency and quality of the battery can be improved.
