The present application relates to a foldable carrier and a child carrying device. The foldable carrier includes a seat assembly, an armrest support rod, a backrest support rod, a locking mechanism, and a linkage mechanism. The armrest support rod is pivotable relative to the seat assembly to move between a folded position and an unfolded position. The backrest support rod has a folded position and an unfolded position.
