Aspects of the subject disclosure may include, for example, facilitating first traffic flow between a first cellular network and one or more first end-user devices, wherein the first traffic flow is via a baseband unit; facilitating second traffic flow between a second cellular network and one or more second end-user devices, wherein the second traffic flow is via the baseband unit; determining whether a capability of the second cellular network has become degraded, resulting in a first determination; and responsive to the first determination being that the capability of the second cellular network has become degraded, prohibiting a broadcasting via the baseband unit of a signal indicating availability of the second cellular network.
