In the application process, the temperature of the phase shifting module and/or the temperature of the environment where the phase shifting module is located can be detected through a temperature sensor, and a driving module inputs a driving voltage signal to the phase shifting module according to the temperature detected by the temperature sensor. The influence of the temperature on the output phase shift amount of the phase shifter in the application process of the phase shifter can be reduced, the problem that the output phase shift amount of the phase shifter is low in accuracy due to the temperature influence is solved, and the accuracy of the output phase shift amount of the phase shifter is improved.
