The method comprises the steps that a server obtains a target strategy, wherein the target strategy is used for determining a target user group; the server determines configuration information and sends the determined configuration information to the terminal, the configuration information indicates the acquisition frequency of network quality parameters of each user group in a plurality of user groups, the network quality parameters are used for evaluating the quality of the network, and the plurality of user groups comprise a target user group; the collection frequency corresponding to the target user group is higher than the collection frequencies corresponding to other user groups, and the other user groups are user groups except the target user group in the plurality of user groups; and the terminal collects network quality parameters corresponding to each user based on the received configuration information.
