One or more embodiments relate to the method and device that monitors leaked hazardous substances in the event of a leak. One or more embodiments relate to a pipeline connection seal device including a first pipe connector; a second pipe connector; and a vacuum-pumped interspace defined by at least the first pipe connector and the second pipe connector. The vacuum-pumped interspace reduces the pressure gradient across the pipeline connection seal device and monitors leaking hazardous substances and prevents them from escaping the seal device and going ambient.
