Compliance of an operating system with safety requirements can be evaluated and monitored using software bill of materials (SBOMs). For example, a system can receive first metadata indicative of a current state of an operating system. The operating system can be used to execute software services, and the operating system can be associated with a functional safety standard issued. The system can further determine whether the current state matches a verified state of the operating system based on the first metadata and based on second metadata indicative of the verified state. The second metadata can be stored in an operating system SBOM. Then, based on determining that the current state matches the verified state, the system can verify compliance of the operating system with the functional safety standard and execute, via the operating system, the software services.
