A method and apparatus for identifying different factors as part of performance diagnostics are disclosed. The disclosed method and apparatus provide a downstream application for policy configuration and network performance diagnostics. Various embodiments of a method and apparatus for power management initiated from a Citizens Band radio Service Device (CBSD) are disclosed. In addition, methods and apparatus for extending concepts related to Self-Organizing Networks (SONs) to support Self-Organizing Neighborhoods (SONs) are also disclosed. Furthermore, various embodiments enable the management of frequency/channel/BW (BW) allocation, power allocation on each channel, and Physical Cell ID (PCI) selection.
