本发明提供一种聚氯乙烯组合物、包含其的拖令光缆及其制备方法，以重量份计，所述聚氯乙烯组合物包括100份聚氯乙烯树脂、60～90份增塑剂、5～10份成炭剂和30～50份阻燃剂；所述聚氯乙烯树脂的聚合度≥1700；所述增塑剂包括对苯二甲酸二辛酯，以及还包括乙烯‑丙烯酸正丁酯‑一氧化碳三元共聚物、癸二酸二异辛酯或己二酸二辛酯中的至少一种。所述聚氯乙烯组合物用于制备光缆的内护套，能够提高光缆的耐低温性能和阻燃性能，同时，保证光缆具有较好的柔软度和耐磨性。
