本发明揭示了一种高强韧性低应力桥梁结构用钢板及其生产方法。所述钢板中：C 0.06~0.12%，Si 0.11~0.21%，Mn 1.22~1.40%，Cr 0~0.16%，Ni 0.10~0.26%，Mo 0~0.16%，Cu 0.10~0.26%，Nb 0.015~0.029%，Ti 0.010~0.018%，Al 0.024~0.048%。所述生产方法中，热轧之后进行水冷和回火热处理，热轧的终轧温度A+(‑10~40)℃，末道次的轧制前停留8~10s；回火热处理工序中，按照(T+273.15)×(20+lg(t/60))/1000≥14.5控制回火温度和回火保温时长t。
