The method comprises the following steps: acquiring an acquisition path of first data and a use control strategy of the first data set by a data provider; acquiring first data based on the acquisition path; a controllable file is generated at least based on the first data and the use control strategy, the controllable file comprises meta-information of the controllable file, the use control strategy and ciphertext data, and the ciphertext data is obtained by encrypting the first data; the controllable file is stored in a storage device of the data provider, and the data provider and the data consumer conduct data exchange on the controllable file in an online or offline mode. Exemplary, the method may be applied to a data provider side. Therefore, the controllable file can be transmitted to one side of the data consumer in an online or offline mode, the application range of controllable data exchange is expanded, the coverage of the controllable data exchange is wider, the efficiency is higher, and the competitiveness of a data space technology is enhanced.
