Provided in an embodiment of the present invention are a V2X message sending method, device and system, relating to the field of Internet of Vehicles, the method comprising: a terminal obtaining first configuration information, the first configuration information being used to determine a first transmission resource pool; determining the first transmission resource pool according to the first configuration information; selecting a first transmission resource in the first transmission resource pool by using a first transmission resource acquisition mode when determining that a predetermined condition is satisfied; and sending the V2X message by using the first transmission resource. Since the first transmission resource acquisition mode is high in transmission resource selection speed, the V2X message can be ensured to be normally transmitted in a specific transmission scene when a predetermined condition is satisfied.
