The utility model provides a display panel and a display device. The display panel comprises a substrate, a touch electrode layer and an adhesive layer, the touch electrode layer comprises an electrode area provided with a touch electrode and a non-electrode area, and the first total refractive index of the substrate, the electrode area and the adhesive layer is larger than the second total refractive index of the substrate, the non-electrode area and the adhesive layer; the display panel further comprises a light-transmitting structure at least arranged in the non-electrode area, and the refractive index of the light-transmitting structure is larger than the refractive index of the adhesive layer and the refractive index of the substrate and smaller than or equal to the refractive index of the touch electrodes so as to reduce the difference value of the first total refractive index and the second total refractive index. According to the display panel and the display device, the light-transmitting structure is arranged in the non-electrode area, compared with a substrate and an adhesive layer, the refractive index of the light-transmitting structure is closer to the refractive index of a touch electrode, the direction of reflected light generated when external light irradiates the electrode area tends to be the same as the direction of reflected light generated when the external light irradiates the non-electrode area, and therefore the light-transmitting effect is improved. The effect of reducing reflection lines and moire lines is achieved.
